Dr. Eng. L. G. Hanuseac

Dr. Eng. Ligia Georgiana Hanuseac serves as Chief Technology Officer at Evaluris Solutions FZCO, where she leads advanced research, technology strategy, and the integration of artificial intelligence, high-performance computing, and optimization frameworks across critical infrastructure and resilient systems.

She is a research engineer and executive leader with deep expertise in structural and seismic engineering, sustainable materials, artificial intelligence, and quantum and quantum-inspired optimization algorithms. Her work focuses on solving complex, multi-objective engineering problems using data-driven decision frameworks, numerical modeling, and large-scale computational methods with direct applicability to critical infrastructure, resilient systems, and low-carbon engineering strategies.

Dr. Hanuseac holds a Ph.D. in Civil Engineering from Gheorghe Asachi Technical University of Iași, along with an M.Sc. in Structural Engineering (English-taught, with specialization in seismic design and energy dissipation) and a B.Sc. in Civil Engineering. Her doctoral research, Concrete with Demolition Waste – Ecological Optimization and Mechanical Performance, advanced eco-efficient concrete systems through a combination of experimental validation and finite-element modeling, ensuring both sustainability and structural reliability.

A cornerstone of her scientific contribution is the development of the Eco-Mechanical Index (EMI)—an original composite performance indicator designed to simultaneously assess mechanical performance, environmental impact (including CO₂ emissions and material circularity), and system-level suitability for resilient infrastructure. EMI enables data-driven engineering decisions aligned with ESG principles, regulatory requirements, and long-term sustainability goals.

Her research has expanded into artificial neural networks (ANNs), quantum and quantum-inspired optimization, and HPC-driven combinatorial analysis. She is the founder of QONcrete, an applied research initiative for AI-optimized advanced construction materials, and the creator of AGL™ (Advanced Green Logic)—a systemic decision-support framework integrating engineering performance metrics with sustainability analytics and EU regulatory frameworks.
